WHen Dukat and Weyoun have that conversation about destroying Earth, when Dukat responds “you can’t do that”, it seems his reaction shows that he’s not as much of a murderer as Weyoun is, but he doesn’t want to show himself to be weak. So he changes his tune to show his narcissism about teaching the enemy that it was wrong to oppose him in the first place.
